BACKGROUND STATEMENT

California State University, San Bernardino is committed to providing accessibility to university information via the Internet and Web pages to all CSUSB students, faculty, staff, and interested parties regardless of disability. Development of this policy satisfies compliance with the recommendations made in Chancellor's Office Audit Report Number 02-34 and Coded Memorandum AA-2007-04. This commitment is also articulated in the January 2005 Executive Order 926, the CSU Board of Trustees Policy on Disability Support and Accommodations.

PURPOSE

The purpose of this policy is to identify standards that will constitute web page accessibility for those with disabilities, establish procedures for creating and maintaining accessible Web pages, and establish the accountability for assuring accessibility for all Web pages that officially represent California State University, San Bernardino within the scope of this policy. This policy does not apply to instructional websites or instructional web content. Instructional materials are managed under the Instructional Materials Accessibility Plan (IMAP). A website or webpage, as well as the contents of such pages, is instructional if its primary function is as an informational resource for course completion. This includes, but is not limited to items such as course syllabi, reading materials, test materials, and multimedia.

POLICY

The University will establish and maintain Web Page Accessibility Standards. Academic Computing and Media (ACM) has developed and will maintain the Web Page Accessibility Standards in conjunction with a university technology oversight committee and the Campus Accessibility Advisory Board. The approved Standards will be available electronically on the Academic Computing and Media web site: http://acm.csusb.edu/webaccessibility and are available in alternative formats from ACM.

This policy maintains University Web Page Accessibility Standards compliance for all web pages that officially represent California State University, San Bernardino. Any web page that contains information necessary for students, faculty, staff, and interested parties to conduct business with the University, and employees of the University to complete required work, must comply with the accessibility standards.

Academic Computing and Media will provide training, tools, information and assistance on how to comply with the standards. The administrator of a site (i.e., person who authorizes the publication of a site) is responsible for ensuring that all compliancy corrections are applied to the site in a timely fashion.

If a page contains an element necessary for conveying required information that has been identified as inaccessible, but cannot be made accessible with current technology, then a general description of the content and purpose of the element, as well as whom to contact for more information must be provided.

Procedures and Accountability for Establishing and Maintaining Accessible Web Pages

  1. Webmasters for pages and sites within the scope of this policy must review and adhere to the CSUSB Web Page Accessibility Standards and Guidelines, available at the ACM web site: http://acm.csusb.edu/webaccessibility. Written copies or alternative formats of the standards and guidelines are available from ACM.

  2. ACM staff will provide ongoing training for webmasters on the use of web accessibility checking software, requirements and techniques.

  3. The webmaster for the web site is responsible for correcting non-compliant pages. If no webmaster is available, the administrator of the site is responsible for ensuring the site's compliance with the 508 Guidelines. ACM staff are available to answer questions, provide suggestions, and/or assistance for correcting non-compliance.

  4. ACM will run bi-annual checks of the web sites within the scope of this policy. AWeb Page Accessibility Compliance Report will be sent to the President of the university, the Provost, all Vice Presidents, and Deans. Prior to the distribution of this report, campus webmasters who are registered in ACM's Campus Webmaster Database, will receive a preliminary report on their site's compliance to the 508 Guidelines, giving them ample time to correct any remaining errors on their site. If a web site is identified as non-compliant for two consecutive reporting periods, the responsible administrator will receive notification of non-compliance and be provided consultation and/or assistance for improving the compliance percentage of their site.

  5. It is the responsibility of the webmasters and supervising administrator to ensure their web pages comply with the Web Page Accessibility Standards.

  6. Any period during which a website is undergoing retrofit, CSUSB students, faculty, staff, and the interested parties are advised to contact the responsible administrator for access to the web site. CSUSB students may also contact Services to Students with Disabilities at 909-537-5238 for access. Faculty and staff may also contact the ADA Coordinator in Human Resources at 909-537-5138.





Note:  The Web Page Accessibility Guidelines and the Web Page Accessibility Standards are available for purposes of review and acceptance of the Policy.  They are not intended to be part of the policy and they will be updated and maintained separate from the Policy itself.
